Abstract
The National Gender Responsive Budgeting (GRB) Guidelines aim to institutionalize gender equality and women’s empowerment within Ethiopia’s public budgeting processes. Recognizing that budgets are powerful tools for translating policy into action, the Guidelines provide a framework for integrating gender perspectives into programme budgeting. This initiative aligns with Ethiopia’s constitutional commitments, national policies, and international conventions such as CEDAW and the Beijing Platform for Action. The Guidelines seek to ensure that public resources are allocated equitably, addressing the distinct needs and priorities of women and men across all sectors. The Guidelines outline a structured approach to mainstream gender at every stage of the programme budget cycle—from strategic planning to budget execution and monitoring. It introduces a five-step methodology for GRB, including gender analysis, policy appraisal, budget allocation assessment, monitoring of service delivery, and evaluation of outcomes. These steps are designed to help planners, budget officers, and gender experts identify gender gaps, set gender-sensitive objectives, and develop indicators and targets that reflect equitable development goals. The Guidelines also emphasize the importance of using sex-disaggregated data and participatory planning to inform budget decisions.
