Abstract
This Proclamation sets out rules relative to operations involving and related to the exploration, development, extraction, production, treatment, storage, transportation and marketing of petroleum, excluding refining of crude oil, but including the processing of natural gas. The Proclamation defines powers of the Minister to regulate petroleum operations and to control contractors and it sets out particulars of a petroleum agreement to be concluded with a contractor. Both the particulars of the agreement and operating standards mention the obligation of a contractor to protect the environment. In additions, a contractor shall conduct petroleum operations in a manner designed to protect anthropological, archaeological and historical objects and sites.
