Proclamation to define the powers and duties of the Government of the People s Democratic Republic of Ethiopia (No. 8/1987).

This Proclamation establishes Ministries and defines powers and duties of the central authorities of State in Ethiopia including the Council of Ministers, the Ministry of State Farms Development, Ministry of Mines and Energy, Ministry of Coffee and Tea Development, and the Ministry of Agriculture. Section 16 and following defines duties of Ministries with respect to planning. Section 17 defines 5 duties of the Ministry of State Farms Development, section 21 those of the Ministry of Coffee and Tea Development, whereas section 34 defines duties of the Ministry of Agriculture. Various State Committees are established under section 37 and following. Powers and duties of the Water Resources Commission are set out in section 49. It shall be involved in construction and maintenance of waterworks and water supply.
