Abstract
This Proclamation provides for rural land management and rights and use of rural land in Amhara National Region. It shall in principle apply to all rural lands but provisions of special laws (relating to forestry, wildlife protection, bio-diversity resources, natural resource and environmental protection, mines developments etc.) shall continue to apply) The Proclamation concerns, among other things; the right to hold land; the right to acquire land; land re-distribution; land use; transfer of a landholding right; obligations of the land user; measurement of land and certification and registration of landholding rights; expropriation of land for public use; dispute resolution.
The right to ownership of land is vested in the state and the public. It shall be impossible to transfer the land holding to other in sale or in exchange by another property. Any farmer residing in the region shall, despite gender or any other reasons of deference, have equal right to get land in holding. The system of land administration shall be based on public participation and land use (planning) shall take into account environmental considerations.
