Abstract
The Proclamation establishes that the Federal Ethics and Anti-Corruption Commission (hereinafter referred to as "the Commission") is hereby established as the Federal Government office and proclaims its independence. Furthermore it establishes its objectives, powers and duties, composition and power and duties of commissioner. The Commission's objectives are: 1) Effectively enhance ethical and moral values of the generation; 2) Prevent corruption offences and other improprieties; 3) Make the public become owner of the anticorruption struggle by creating a popular movement helpful in the fight against corruption; 4) Create institutional capacity that would enable to carry out powers and duties given to it by law; 5) Ensure transparency and accountability in public offices, public enterprises and public organizations by having the asset and financial interests of their officials and employees declared, registered and made accessible and verified as to its accuracy.
Part 3 provides discipline for the establishment of Ethics and Anti-corruption Liaison offices at every level of Public Offices and Public Enterprises with the duty to coordinate and carry out ethical issues and corruption prevention activities in their respective office or enterprise. Furthermore the Commission is expected to coordinate and provide technical support of Ethics and Anti-corruption commissions of regional and city administrations.
