Abstract
As, the regional government issued a rural land administration and use proclamation No 110/2007 recognizing land as an important agricultural input and an economic base for the region and the country as whole; as, to implement this rural land administration and use proclamation, it becomes necessary to issue regulation. Where as, describing restriction imposed on rural land use right in detail is needed so that the landholder know his rights and obligations and properly manage the land. This regulation shall be implemented with in the southern Nations, Nationalities and people regional state in all type of rural land and lands used for agricultural purposes in urban territory. The provision of this regulation set for the masculine gender shall also apply to the feminine gender. It establishes in particular that anyone shall have the right to participate voluntarily in settlement program to get and use rural land; get and use rural land from communal land government's holding; from competent authority. As well, husband and wife shall have equal use right on their holding:- A. Husband and wife shall jointly use their possession which they got before their marriage. B. Husband and wife shall jointly use the rural land that they got after marriage through inheritance or other means. In addition, it regulates the Managing of Land and Natural Resources as follows: A. Any rural land user has the obligation to implement appropriate soil and water conservation methods on land and other natural resources and maintains structures.
