Seed Proclamation No.1288/2023.

This Proclamation shall be applicable to any seed. Without prejudice to this provision the Proclamation shall not be applicable to: a) the use, by any person, of farm-saved seed; b) the exchange of farm-saved seed among smallholder farmers or pastoralists or any seed sale conducted among themselves on a non-registered for variety protection right; c) seed intended for research and education purpose. The Authority shall employ the following variety release and registration systems: a) conducts candidate variety performance trial and variety examination by itself, hosts evaluation by National Variety Evaluation Committee and get final approval by National Variety Release Committee; or b) enable the applicant of the candidate variety to conduct variety performance or adaptation trials or variety description trial or both; and evaluation by National Variety Evaluation Committee; and final approval by National Variety Release Committee; or c) accepts a DUS report of an authorized foreign regulatory body and locally conducted adaptation trial report of the applicant.
Part III concerns seed production, processing and marketing; Part IV concerns seed quality certification approval process, this include set seed quality standards, regulate laboratories and inspections, import and export of seeds. No seed may be supplied to domestic or export market unless labeled with seed quality assurance certificate label of the Authority or Regional Authority. Part V provides for acquiring of Certificate of Competence, suspension and revocation.
