Abstract
These Regulations are issued by the Council of Ministers pursuant to article 17(1) of the Wildlife Development, Conservation and Utilization Proclamation and, among other things, implement provisions of that Proclamation with respect to management of wildlife conservation areas, hunting and various other licences, possession of wildlife products and harmful animals. The Regulations specify: National Parks, Wildlife Sanctuaries and Wildlife Reserves that shall be either managed by the Ethiopian Wildlife Conservation Authority or regional governments and local communities; and activities that shall be prohibited (unless otherwise provided in these Regulations) in such areas, including hunting or fishing. They also define duties of local communities in respect of management.
Hunting shall be carried out only in accordance with conditions of a permit issued pursuant to these Regulations with reference to a specific controlled hunting area and only if professional hunter and a hunting controller of the Authority of the concerned regional government is present. No person may hunt or capture any game animal, take wildlife products, conduct filming within or outside of protected areas or undertake research on wildlife and their habitat unless (s)he is the holder of a license. Foreign tourist hunting licenses shall be issued by the Authority, whereas other licences shall be issued by the appropriate regional body. No person may hunt wildlife species listed in Table X of these Regulations except in accordance with a special hunting license for scientific studies. The Regulations also concern importation and exportation of wildlife and wildlife products, various fees and the hunting of wildlife endangering human life or causing damage to properties.
