Abstract
This Regulation compels the operators of installations that received free allocation of emission allowances under Article 10a of Directive 2003/87/EC to report each year, starting in 2021, on the activity level of each sub-installation during the previous calendar year, covering the trading period from 2021 to 2030. In case the difference between the average activity level of each sub-installation with the historical activity level initially used to determine the free allocation is more than 15 %, the free allocation of allowances to that installation shall be adjusted.

Entry into force notes
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
