Abstract
This Regulation sets out measures to prevent the introduction into the Union territory, and establishment and spread within that territory of Spodoptera frugiperda (Smith). Article 2 lays down the requirements of pest surveys and obliges the competent authorities to conduct annual risk-based surveys for the presence of the specified pest on host plants, at appropriate times of the year, on the basis of the scientific and technical information referred to in the Authority’s Pest Survey Card on Spodoptera frugiperda, without prejudice to the obligations provided for in Article 24 of Regulation (EU) 2016/2031. Furthermore, this Regulation determines the obligations of the Member States for the effective management of that specific pest. The point 13 is added in Part A of Annex XI to Implementing Regulation (EU) 2019/2072.

Entry into force notes
This Regulation shall enter into force on the third day following that of its publication in the Official Journal of the European Union. Article 4 shall apply from 1 August 2023.
