Abstract
The Commission hereby recommends that Member States carry out during the year 2003 a coordinated monitoring programme for the purpose of checking: (a) the implementation of restrictions on the production and use of products of animal origin as set out in Annex I; (b) the contamination of certain industrial by-products with dioxins as a result of processing as set out in Annex II; (c) the presence of banned antibiotics used as growth promoters as set out in Annex III. In particular, Annex I lays down the criteria which should be taken into account as well as indicative premises to be considered when drawing up a control programme. The minimum number of inspections per year in a Member State should be 10 per 100,000 tonnes of compound feed produced. The results of the inspection programmes should be communicated to the Commission using the formats described in Annex I.
