Abstract
In view of the increasing quantities of nuclear materials produced, used, carried and recycled in the Community and of the development of trade in these materials, and taking into account that it is essential to ensure the effectiveness of safeguards, this Regulation establishes particular measures applying to any person or undertaking setting up or operating an installation for the production, separation, reprocessing, storage or other use of source material or special fissile material. Firstly, such persons and undertakings shall declare to the European Commission the basic technical characteristics of the installation, as specified in Annex I. Secondly, they shall transmit to the Commission the outline of their programmes of activities, in order to enable the Commission itself to plan its safeguards activities.
