Abstract
With a view to participating in the financial contributions placed at disposal by the Community, the eradication and monitoring programmes submitted by the Member States to the Commission must meet the criteria established in Annex I and II respectively. As regards the eradication programmes, they shall contain, as a minimum: (1) a description of the epidemiological situation of the disease; (2) an analysis of the estimated costs and an estimate of the anticipated benefits of the programme; (3) the likely duration of the programme as well as the objective to be attained; (4) designation of the central authority which shall be in charge of supervision and coordination; (5) a system ensuring the notification of all suspected or confirmed outbreaks of the disease in the area concerned; (7) the control procedures; (8) a registration system intended for holdings involved in the programme; (9) measures to identify the origin of the animals; (10) the measures to be undertaken where positive results are found on the basis of checks performed under the programme. The same criteria shall apply to monitoring programmes, which shall contain, in addition: (a) a system of monitoring based on serological, microbiological, pathological or epidemiological analysis; (b) a system for ascertaining the absence of the disease in the light of its epidemiological characteristics.
