Abstract
This Regulation establishes general rules and conditions for the application by the Community of (i) control measures applicable to fishing vessels flying the flag of a Contracting Party to the Convention for the Conservation of Antarctic marine living resources operating in the Convention area in waters located beyond the limits of national jurisdictions, and (ii) a system to promote compliance by vessels flying the flag of a non-Contracting Party to the Convention with conservation measures laid down by the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR).
Chapter II of the Regulation deals with access to fishing activities in the Convention area. Only Community fishing vessels holding a special fishing permit shall be authorized to fish, retain on board, tranship and land fishery resources from the Convention area (art. 3). Exploratory fishery in the Convention area shall be prohibited, unless it has been authorized in accordance with article 7. Article 8 regards access to scientific research. Chapter III of the Regulation sets out a data report system. Chapter IV concerns control and inspection. Chapter V applies to vessels engaged in illegal, unregulated and unreported (IUU) fishing in the Convention area.
