Abstract
This Regulation lays down general provisions for the performance by the Community, under a fisheries agreement, of fishing activities in the waters of third countries, where such activities are subject to the issuance of a fishing licence. The flag Member State shall send the Commission all the applications for the issuance of third-country fishing licences in compliance with the terms of the agreement and with the Community rules. The Regulation establishes also the procedure to be followed by the Commission and by the third country for the issuance, suspension and withdrawal of the fishing licence. Member States shall appoint the competent authorities for granting fishing permits under a fisheries agreement and for assuring the compliance with the general principles established by the present Regulation.

Entry into force notes
The Regulation shall enter into force on the third day following its publication in the Official Journal of the European Communities. It shall apply from 1 January 1995 ( art. 10).
