Abstract
This Regulation lays down rules for the implementation of the Convention on international trade in endangered species of wild fauna and flora, as set out in Annex A, throughout the Community. The objectives and principles of the Convention shall be respected in the application of this Regulation. The specimens to which this Regulation applies are any animal or plant, whether alive or dead, of the species listed in Appendices I, II and III to the Convention, any part or product of animals or plants of these species which are listed in Annex B to this Regulation, as well as any other goods which appear from an accompanying document, the packaging or a mark or label, or from any other circumstances, to be parts or derivatives of animals or plants of these species.
The introduction into the Community of specimens of species listed in Part 2 of Annex C shall require an import permit in accordance with Article 10(1)(b). The export or re-export to destinations outside the Community of the specimens referred to in Article 2 shall be subject to presentation of the document provided for in Article 10(3) at the customs office.
The display to the public for commercial purposes and the sale, keeping for sale, offering for sale or transporting for sale of the specimens referred to in Articles 2(a) and 3(1) shall be prohibited, except the exemptions granted by the Member States for the reasons set out in Article 6. The powers of the management and scientific authorities of the Member States are listed in Article 8. Article 19 establishes a Committee on the Convention and Article 21 lists its functions.

Entry into force notes
This Regulation shall enter into force on the day of its publication in the Official Journal of the European Communities. Articles 1 to 17 shall apply from 1 January 1984.
