Such persons shall receive the food free of charge or at a price, which in no case is greater than that justified by the costs incurred by the designated organizations in implementing the action. The distribution shall be made in accordance with an annual plan established by the Commission on the basis of the information supplied by the Member States. The accounting value of such goods shall be the intervention price, adjusted by coefficients where necessary to take account of quality differences.
