Abstract
This Regulation seeks to protect marine biological resources and ensure balanced exploitation of fishery resources in all the marine waters under Member States' sovereignty or jurisdiction, except where specified. To this end, it defines minimum mesh sizes, by-catch limits, authorized size of fish, crustacean and mollusc sizes and the restrictions on catches of certain fish species in certain areas or seasons or with certain types of gear. The Regulation does not apply to fishing operations for scientific research purposes undertaken with the permission and under the authority of the Member State(s) concerned and after the Commission and the Member State(s) in whose waters the research is to take place have been informed. Finally, it applies with due regard to certain national measures extending beyond the minimum requirements it provides for. Furthermore, national measures of a strictly local nature may be maintained or suspended, subject to review by the Commission to ensure that they are compatible with Community law and comply with the common fisheries policy. This Regulation replaces all other regulations on the subject (Regulations 171/83, 2931/83, 1637/84, 2178/84, 2664/84, 3625/84 and 3782/85).
