Abstract
This Protocol specifies the conditions governing fishing activities by Union vessels in Cabo Verde's fishing zone and sets out the provisions for implementing the sustainable fisheries partnership. Article 4 of this Protocol sets out the fishing opportunities granted to Union vessels within the limits. The Parties shall work together to reduce incidental catches of protected species of sea birds, sea turtles, sharks and marine mammals.
The Union shall provide financial contribution for access to Cabo Verdean waters and fishery resources and sectoral support to ensure sustainable management of fishery resources and the development of the sector. This includes but not limited to: strengthening the monitoring, control and surveillance of fishing activities; reinforcing the capacity for sanitary checks of fishery products; supporting coastal communities, with a particular focus on measures aimed at women and young people; developing sustainable aquaculture; and supporting the blue economy.
The authorities of both Parties shall monitor the evolution of captures, the fishing effort and the state of fishery resources in Cabo Verde's fishing zone with regard to all species covered by this Protocol, in particular sharks, during the period covered by this Protocol. The Parties shall comply with ICCAT recommendations and resolutions on the sustainable management of fisheries. The Parties shall cooperate in the area of monitoring, control and surveillance and in the fight against IUU fishing. The Parties undertake to cooperate in order to promote the blue economy, in particular in the areas of aquaculture, maritime spatial planning, energy, marine biotechnology and the protection of marine ecosystems. The implementation of this Protocol may be suspended at the initiative of one of the Parties under the conditions referred to in Article 12 of this Protocol. Each Party may terminate this Protocol requiring prior six months notice. This Protocol and the Annex hereto shall apply for a period of five years from the first day of provisional application pursuant to Article 17, unless notice of termination is given under Article 16.
