Abstract
This Regulation establishes the Social Climate Fund for the period from 2026 to 2032. The Fund shall provide financial support to Member States for the measures and investments included in their Social Climate Plans. The measures and investments supported by the Fund shall benefit households, micro-enterprises and transport users, which are vulnerable and particularly affected by the inclusion of greenhouse gas emissions from buildings and road transport within the scope of Directive 2003/87/EC, in particular households in energy poverty or households in transport poverty. The general objective of the Fund shall be to contribute to a socially fair transition towards climate neutrality by addressing the social impacts of the inclusion of greenhouse gas emissions from buildings and road transport within the scope of Directive 2003/87/EC. This Regulation inserts Article 26a on resources transferred from the Social Climate Fund to the Regulation (EU) 2021/1060.

Entry into force notes
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union. It shall apply from 30 June 2024, the date by which the Member States are to bring into force the laws, regulations and administrative provisions necessary to comply with Directive (EU) 2023/959 amending Directive 2003/87/EC as regards Chapter IVa of Directive 2003/87/EC.
