Regulation (EU) 2021/523 establishing the InvestEU Programme and amending Regulation (EU) 2015/1017.

This Regulation establishes the InvestEU Fund and an advisory support mechanism to support financing and investment operations carried out by the implementing partners, provide support for the development of investable projects and access to financing and to provide related capacity building assistance. The areas eligible for financing and investment operations include the development of the energy sector in accordance with the Energy Union priorities; climate adaptation and mitigation, including natural hazard disaster risk reduction; water, including drinking water supply and sanitation; enhancement and restoration of ecosystems and their services; substantial reduction of emissions in such industries; and sustainable agriculture, forestry, fishery, aquaculture and other elements of the wider sustainable bioeconomy.
