Abstract
This Regulation lays down measures to protect the environment and human health and to contribute to climate neutrality and to achieving a circular economy and zero pollution by preventing or reducing the adverse impacts which can result from shipments of waste and from the treatment of the waste at its destination. It establishes procedures and control regimes for shipments of waste, depending on the origin, destination and route of the shipment, the type of waste and the type of treatment to be applied to the waste at its destination. The application scope includes shipments of waste: (a) between Member States, with or without transit through third countries; (b) imported into the Union from third countries; (c) exported from the Union to third countries; (d) in transit through the Union on the way to or from third countries. Shipments of waste are subject to the prior written notification and consent as laid down in this Regulation.

Entry into force notes
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union and shall apply from 21 May 2026, except for certain Articles referred to in paragraph 3 of Article 86 of this Regulation.
