Abstract
This Regulation sets common rules to make Environmental, Social and Governance (ESG) ratings more trustworthy, transparent, and comparable. It ensures ESG rating providers follow clear guidelines, improving the quality of ratings and supporting sustainable finance in the EU. The goal is to protect consumers and investors, prevent misleading claims like greenwashing, and maintain fair market practices by requiring transparency and proper conduct from ESG rating providers. It also establishes supervision by the European Securities and Markets Authority (ESMA) and introduces rules for ESG rating providers operating inside and outside the EU.
This Regulation adds paragraph 3 to Article 13 of Regulation (EU) 2019/2088 as regards disclosure of ESG rating in marketing communications, and adds this Regulation in the list laid down in Part A of the Annex to Regulation (EU) 2023/2859.

Entry into force notes
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union and shall apply from 2 July 2026.
