Abstract
This Regulation seeks to ensure the efficient and consistent assessment of chemical hazards and risks required under Union legislation. Its objectives are to safeguard human health and the environment, promote the development and use of safe and sustainable chemicals, maintain the proper functioning of the single market, enhance public understanding and trust in the scientific basis of regulatory decisions, and support the reduction and replacement of animal testing wherever possible. To meet its objectives, this Regulation introduces measures that consolidate chemical data and make it easily accessible, interoperable, and reusable; maintain records of studies commissioned by businesses to comply with Union chemical laws; build a broad scientific foundation for shaping and implementing Union policies on chemicals; and create an early warning and response system to address emerging chemical risks.
