Abstract
Purpose of this Act is to ensure electricity supply security by creating the conditions for the maintenance of a power reserve between national power production and consumption. The procurement of power reserves should be arranged so that it results in a sample of plant units capable of flexible electricity consumption best suited as power reserve and to implement systems in the most economical and systematic manner for the ultimate protection of the environment.
The Energy Market Authority is responsible every 4 years to determine the need of a power reserve - which should be sized so that it promotes the maintenance of high level electricity supply security in situations of peak demand and disruptions. In addition, consideration should be given to the availability of such capacity that meets the requirements and the cost of procurement of power reserve (Article 4).

Article 4 shall apply from 1 January 2013. Objects that have the ability to work flexible electricity consumption can be utilized as a power reserve from 1 December 2013.
