Abstract
This Act prohibits, from 1 May 2029, to use coal as fuel in the production of electricity or heat. This Act applies to power plants and heat plants that produce electricity or heat with solid, gaseous or liquid fuels, and to the carbon dioxide emissions that shall be treated within the application sphere of the Emissions Trading Act (311/2011). Only in case of a energy emergency (serious disturbance in supply) the ban on the use of coal can be temporarily lifted. This shall be based on a decision of the Cabinet. Some exemption from the ban may be granted for a very limited period to producers of energy for heating purposes. Emission reporting rules are contained in Commission Regulation (EU) No 601/2012 on the monitoring and reporting of greenhouse gas emissions pursuant to Directive 2003/87/EC of the European Parliament and of the Council.
