Abstract
The purpose of this Act is to reduce greenhouse gas emissions per unit of energy over the entire lifecycle of fuels used in vehicles, mobile machinery, tractors, inland waterway vessels, and recreational boats. It applies to fuels that, in accordance to Section 8, Paragraph 1 of the Excise Duty Act (182/2010), are released for consumption in Finland in motor vehicles, mobile machinery, and agricultural and forestry tractors, as well as in inland waterway vessels and recreational boats in inland navigation. The Act also applies under certain conditions to biofuels for aviation and electricity used for road transport. Fuel is understood to mean liquid fuels as referred to in the Act on Excise Duty on Liquid Fuels (1472/1994) as well as compressed natural gas, liquefied natural gas, liquefied petroleum gas, biogas, and hydrogen. Until December 31, 2020, fuel suppliers shall gradually reduce the average greenhouse gas emissions per unit of energy over the entire lifecycle of fuels released for consumption by at least 6 percent compared to the reference level for fossil fuels in 2010. Provisions regarding the reference level are found in Annex II to Council Directive (EU) 2015/652.
