Abstract
The Act implements provisions of the Regulation of the Council of the European Communities allowing voluntary participation of companies in the industrial sector in a Community eco-management and audit scheme. Section 2 gives definitions of 'enterprise', 'establishments', accredited environment controller', `environment accounts', and 'industrial activity'. Section 4 appoints the Water and Environment Council as the competent authority in Finland for purposes of the Regulation and section 5 outlines the tasks of this institution. Provisions of Chapter 3 (sects. 6 and 7) appoint as the accrediting authority in Finland the technical measurement centre respectively describes its tasks. Chapter 4 prescribes penalties and regulates the appeal against decisions of authorities appointed under the Act. The Cabinet Council may issue further directives for the implementation of this Act (sect. 11). (12 sections)
