Abstract
The objective of the present Act is to ensure that animals are kept and used for scientific or educational purposes only when necessary and for justified reasons. It also aims at ensuring that as few animals as possible are used for scientific or educational purposes and that the animals are inflicted with as little pain, suffering, distress or harm as possible. The Act applies 1) when live octopuses or vertebrates are used, bred or kept for scientific or educational purposes, and 2) when these animals are bred for the purpose of donating their organs or tissues for scientific or educational purposes.
The Act contains 58 sections divided into the following chapters: 1. General provisions; 2. Requirements for operators; 3. Projects and experiments; 4. Animals; 5. Businesses licensing requirement; 6. Requirements for project approvals; 7. The project approvals committee; 8. Competent authorities and their duties; 9. Supervision; 10. Administrative coercive measures and penalties; 11. Special provisions; 12. Entry into force and transitional provisions.
