Abstract
The purpose of this Act is to create the administrative framework for Finland's participation in the Kyoto Protocol to the United Nations Framework Convention on Climate Change (UNFCCC). The Act contains provisions on the procedures for Finnish companies to participate in project-based mechanisms under the Kyoto Protocol; the rules for Finnish companies to participate in emissions trading under the Kyoto Protocol; the requirements for the monitoring and reporting of greenhouse gas emissions from installations that participate in the Kyoto Protocol; the register established by the Emissions Trading Act; and the penalties for non-compliance with the Act.
The Act contains 34 Articles organized in the following chapters: 1. General provisions; 2. Participation in projects and in international emissions trading; 3. The activities of the national registry; 4. Special provisions; and 5. Entry into force.
