Abstract
This bilateral agreement, signed on April 25, 1951, between the Governments of Finland and Norway, authorizes the diversion of water from Lakes Garsjøen, Kjerringvatn, and Førstevannene in Norway’s South Varanger district to the Gandvik waterway for the operation of a future hydroelectric power plant. Despite the diversion from the Kallok tributary of the Nàâtàmô (Neiden) River, both parties agree that the hydrological impact will be minimal, without significant effects on navigation, rafting, or fishing in Finland’s Inari commune. Finland consents to the diversion and Norway commits to compensatory measures, including facilitating salmon migration, contributing financially to river clearance works in Finland, and jointly undertaking conservation efforts to protect fish stocks. The agreement came into effect upon signature.
