Decree of the Ministry of Agriculture and Forestry relative to carrying into effect of public control of feed (No. 11 of 2009).

This Decree of the Ministry of Agriculture and Forestry, based on section 6 of the Animal Feed Act, provides for the carrying out of control of feed in all stages of production, processing and distribution of feed including everything from primary production of feed until the placing on the market and use of feed. The Decree also provides for the control of imports and exports of feed and the control of feed passing in transit. The part dealing with animal control in the multi-annual national control plan provided for in Article 41 of Regulation (EC) No. 882/2004 of the European Parliament and of the Council on official controls performed to ensure the verification of compliance with feed and food law, animal health and animal welfare rules shall be prepared by the Food Safety Authority in accordance with principles as set out in Article 42 of that Regulation. The Authority shall also assess national guidelines for good practice referred to in Article 21 of the European Parliament and Council Regulation (EC) No 183/2005 laying down requirements for feed hygiene and shall supply guidelines and assessment to Ministry of Agriculture and Forestry. The Decree also provides for a contingency plan to be prepared by the Authority in accordance with Regulation (EC) No. 882/2004 and for (import) control measures.
