Abstract
The present Decree, issued by the Ministry of Agriculture and Forestry, applies to the production, certification, marketing, and import of seeds of sugar beets and fodder beets of the species Beta vulgaris L. The aim of the Decree is to protect consumers and farmers by ensuring that sugar beet seed sold in Finland is of high quality and is suitable for use in the country's climate and conditions. The Decree contains detailed provisions on approval of packing plant and their supervision; registration requirements; varieties that can be certified; inspections required for certification; sealing of sales packages with certified seeds and EC small packages; sertification of seeds produced outside the EU and approval of inspections conducted outside the EU; etc.
