Ecological Production Act (No. 1330 of 2021).

The present Act applies to all phases of organic production, including production, manufacturing, and distribution of organically produced products from primary production to placing on the market. It applies also to alcoholic beverages. The Act contains 46 Sections divided into the following chapters: 1. General provisions; 2. Regulatory authorities and supervision; 3. Control system for ecological production; 4. Organic production in some cases; and 5. Administrative coercive measures and penalties.
Before placing ecologic products on the market, business operators shall provide the information required in Article 32 of the Regulation (EU) 2018/848 of the European Parliament and of the Council on organic production and labelling of organic products to the competent authority, as well as the information required in this Act. A registry concerning ecological production shall be kept, which shall contain the information on business operators detailed in Section 26. The Act further contemplates a register of the availability of organic propagating material and the availability of organic animals and organic aquaculture fry in the market. The Finnish Food Authority may lay down detailed national production rules for specific animal species or groups of animal species, and may grant exemptions from the EU production rules if the Agency has, through a formal decision, officially established the occurrence of a natural disaster as referred to in Article 22 of the EU Regulation on Organic Production. The Act further lays down detailed rules concerning offences and penalties.
The Ministry of Agriculture and Forestry shall provide for the general management and enforcement of this Act and relevant EU legislation on organic products. The Finnish Food Authority shall ensure the planning, control and supervision of organic production as well as organic products and their import and export.
