Abstract
This Act lays down rules on the promotion of energy efficiency, energy inspections carried out to promote energy efficiency, cost-benefit analyses carried out to promote high-efficiency cogeneration and the utilization of surplus heat, as well as the obligation of energy market companies to promote efficient and economical use of energy in customers' operations. It applies to: 1. Companies selling or distributing electricity, district heating, district cooling, or fuel; 2. Large companies and their energy inspections as well as the inspectors; 3. Networks for district heating and district cooling, thermal electricity production plants, and such industrial facilities that can supply useful surplus heat; 4. And central government agencies referred to in Article 3, when procuring products, services, and buildings.
The Act contains 33 Articles organized in the following chapters: 1. General provisions; 2. Energy inspections; 3. The authorization and registration of individuals responsible for energy inspections of companies; 4. Measurement and billing; 5. Promotion of cogeneration; 5a. Public procurement by authorities; 6. Special provisions.
