Abstract
This document provides an overview of Finland’s implementation of the Common Agricultural Policy (CAP) through its CAP Strategic Plan (CSP) for 2023–2027. The Plan is built around key national priorities, notably climate change mitigation, environmental protection, and vibrant rural areas. It outlines Finland’s use of the CAP’s two pillars—direct payments and rural development funding—while emphasizing sustainable agriculture and generational renewal. The Plan also reflects alignment with EU Green Deal objectives, especially the Farm to Fork and Biodiversity strategies.
A significant focus is placed on environmental and climate measures. Nearly half of Finland’s utilized agricultural area will benefit from eco-schemes promoting biodiversity, soil health, and water protection. Over 90% of this land is committed to good agricultural and environmental practices. Additionally, organic farming is encouraged, with the goal of increasing the share of organic farmland to 25% by 2030. Investments in renewable energy, nutrient recycling, and emission reduction technologies are also central, helping to make agriculture more resilient to climate change while cutting greenhouse gas emissions.
On social and economic aspects, the CSP supports generational renewal by offering start-up aid to young farmers and facilitating advisory and training services. It further aims to enhance competitiveness by supporting digitalization, innovation, and diversification of rural businesses. Finland will also promote animal welfare and better working conditions, with specific attention to the inclusion of women and youth in rural development initiatives. Direct payments are tailored to support small and medium farms, and coupled support continues for sensitive sectors such as livestock and horticulture.
Monitoring and evaluation mechanisms are integrated into the CSP to track progress against measurable targets. This includes indicators for environmental impact, socio-economic development, and innovation uptake. The Finnish CSP is designed to be dynamic, allowing for adjustments in light of evolving challenges or new EU-level guidance. Overall, the Plan reflects Finland’s strategy to balance productivity with sustainability and equity in the agricultural sector, aligning both national ambitions and EU priorities.

The attached Strategic Plan corresponds to version no. 4.2, approved by the EU Commission on 31 October 2023. The Plan combines both Mainland Finland and Aland lslands.Finland submitted its first proposal for a CAP Strategic Plan on 22 December 2021, after consultation with stakeholders. On 22 July 2022, Finland submitted a revised proposal, addressing the Commission's observations on the first draft. The Commission approved this proposal on 31 August 2022. Finland requested the first amendment of their Plan, which has been approved by the Commission on 31 October 2023. The Commission approved Finland's subsequent amendment request on 9 October 2024.
