Abstract
The present document contains the Finnish Energy and Climate Plan laying down Finland's national targets and the related policy measures to achieve the EU's 2030 energy and climate targets. It addresses all five dimensions of the EU Energy Union: decarbonisation, energy efficiency, energy security, internal energy markets and research, innovation and competitiveness. The Plan is based on the Government reports on the National Energy and Climate Strategy for 2030 (VNS 7/2016 vp) and the Medium-term Climate Change Policy Plan for 2030 (VNS 7/2017 vp) submitted to the Parliament of Finland.The main targets of the Plan include: (1) Reducing greenhouse gas emissions in the effort sharing sector by 39%; (2) Total emissions in the LULUCF sector not to exceed the calculated sinks; (3) Renewable energy share of final energy consumption be at least 51 %; (4) Renewable energy share of final energy consumption be 30 % in road transport; and (5) Final energy consumption not more than 290 TWh.
In the Agriculture sector, measures foreseen include growing crops in organic soils for several years with zero tillage, raising the water table through controlled subsurface drainage, the afforestation of organic soils and the promotion of biogas production, as well as implementing projects related to the sequestration and storage of carbon in the soil. By 2030, the reduction in greenhouse gas emissions in the agricultural sector through the measures contained in the Plan will be of the order of 0.5 Mt CO2 equivalent.
In relation to the land use sector, a climate programme will be drawn according to the Government Programme and will include a range of additional measures. These measures will involve developing guidance instruments and incentives for maintaining and strengthening carbon sinks and storage of forests and soil; safeguarding the management, growth capacity and health of forests; and preventing land use change and maintaining and managing growth conditions in agricultural soils.
