Abstract
The present Government Decree contains detailed provisions, issued under the Act on Environmental Protection in Maritime Transport (No. 1672 of 2009), regarding the implementation of the MARPOL Convention, the Helsinki Convention, and other international obligations binding on Finland. It also covers European Union regulations in Finnish territorial waters and the economic zone, and for Finnish vessels even outside Finland's territorial waters and economic zone. The Decree establishes requirements for the prevention of oil pollution, sewage discharges, garbage management, air pollution, and other environmental impacts from maritime activities in Finnish waters and beyond. The provisions of this Decree also apply to Finland's inland waters and domestic navigation.
The Decree contains the following chapters: 1. General provisions; 2. Prevention of oil spills from ships; 2a. Transfer of harmful and dangerous cargo and of harmful and dangerous waste, as well as delivery of fuel from one ship to another; 3. Prevention of emissions of harmful liquid substances from ships; 4. Prevention of emissions of sewage from ships; 5. Prevention of emissions of solid waste from ships; 6. Prevention of air pollution from ships; 7. Reception of waste in ports; 8. Delivery of waste in port; 9. Special provisions.
