Abstract
The present Decree aims to establish a comprehensive system for assigning liability and providing compensation for oil damage caused by ships or offshore installations in Finnish waters. The Decree contains detailed provisions on the insurance or other financial security referred to in Chapter 10, Section 10 of the Maritime Act (674/1994). It distinguishes between insurance or other financial security for Finnish vessels and foreign vessels, establishing distinct rules for each. The certificate referred to in Chapter 10, Section 11, subsection 2 of the Maritime Act shall be issued by the Transport and Communications Agency.
