Abstract
This Decree concerns minimum safe manning levels for Finnish ships, which must be approved by the Finnish Transport and Communications Agency and lays down requirements regarding certification and training of seafarers on ships including fishing vessels. A shipping company shall submit a proposal for the minimum safe manning level of every vessel, including an assessment of plans for the following, among other things, operations for the protection of the marine environment.
