Abstract
The present Government Decree contains provisions on the industrial handling, storage, and safekeeping of hazardous chemicals as referred to the Chemical Safety Act (390/2005), as well as related permit, notification, and administrative procedures and supervision. Operators of facilities that handle or store hazardous chemicals shall register with the relevant authorities and obtain permits for their activities. These operators shall conduct regular safety assessments of their facilities and operations to identify potential hazards and develop appropriate control measures. They must develop and implement monitoring plans to track the handling and storage of hazardous chemicals. Operators shall further maintain records of their safety assessments, monitoring activities, and any incidents or accidents that occur.
The Decree contains 58 Sections, organized in the following chapters: 1. General provisions; 2. Extensive and small-scale industrial handling and storage of hazardous chemicals, as well as the obligations related to the operations; 3. Extensive industrial handling and storage; 4. Small-scale industrial handling and storage; 5. Changes in operations; 6. Storage of hazardous chemicals; 7. Special provisions; 8. Entry into force and transitional provisions.
