Abstract
The purpose of the present Government Decree is to support the transition to a circular economy by ensuring that waste suitable for material recovery and other forms of recycling is deposited in landfills to a lesser extent. Additionally, it aims to prevent the pollution of surface water, groundwater, soil, and air, combat climate change, and address other similarly extensive harmful environmental impacts. It regulates the planning, establishment, construction, operation, maintenance, closure, and aftercare of landfills, as well as the disposal of waste in them, so that they do not pose a danger or harm to health or the environment throughout the entire lifecycle of the landfill. Landfill sites are classified as landfill sites for hazardous waste, for non-hazardous waste, and for inert waste. At a landfill site, only waste that corresponds to the landfill site's category according to this Decree shall be accepted. Depositing waste suitable for material recycling or other forms of recycling at a landfill site should be avoided to the extent possible.
The Decree contains 53 Articles, organized in the following chapters: 1. General provisions; 2. General requirements for landfills and their placement; 3. General restrictions regarding the reception of waste at landfills; 4. Assessment of conditions for waste reception; 5. Criteria for reception of waste to be approved at landfills; 6. Delivery of waste to landfills; 7. Monitoring and control of waste depots; 8. Follow-up of implementation; 9. Special provisions.
