The present Government Decree applies to waste incineration plants and co-incineration plants referred to in Section 107(1) of the Environmental Protection Act (527/2014), with the exceptions specified in subsection 2 of that section. The Decree aims to minimize emissions from waste incineration plants and promote the proper management of waste incineration processes, ensuring the protection of human health and the environment. Operators of waste incineration or co-incineration plants shall take all necessary precautions regarding the delivery and reception of waste to prevent and minimize adverse environmental impacts, especially pollution of air, soil, watercourses, and groundwater, as well as odor nuisances, noise, and direct risks to human health. The Decree establishes emission limit values into the air and watercourses for various pollutants, as specified in its Annexes.
