Abstract
The present Government Resolution contains Finland's Strategic programme for the promotion of a circular economy and outlines the key measures that Finland's Ministries have committed to implement in their areas of responsibility in 2021-2024 for the promotion of a circular economy in Finland. It does not address the bioeconomy, as this will be contained in a separate Bioeconomy Strategy. The vision of the programme is that in 2035, a carbon-neutral circular economy society will be the foundation of a successful economy in Finland. Specific objectives include: 1) Increasing the use of renewable natural resources to the extent that the total consumption of primary raw materials in Finland in 2035 will not exceed what it was in 2015; 2) The profitability of resources will double by 2035 from what it was in 2015; and 3) The circular economy rate of materials will double by 2035.
The programme contains 18 measures and defines the key parties who will implement them. These commitments are grouped in the following topics: 1) Incentives for the circular economy; 2) Circular economy markets; 3) Circular economy in key sectors; 4) Circular economy innovations, digitalisation and competence; and 5) Circular economy foreign policy to support sustainable development goals. Some of the measures included are: develop economic incentives that support the sparing use of natural resources, reduce carbon dioxide emissions and promote the widespread use of circular economy service models; improve the effectiveness of funding; actively influencing the development of legislation and product policy instruments that support the circular economy in the EU; promote a stronger market for recycled materials; help citizens find circular economy services and improve their appeal; promoting a global transition to the circular economy; etc. The programme contemplates the establishment of a steering group for the Circular Economy Programme which will be responsible for and coordinate the implementation of the programme.
