Abstract
This Law concerns the carrying into effect of the Agreement with Norway on fishing in Tana River's watercourses. The Agreement shall apply as the law of Finland. This Law concerns various measures that shall implement provisions of the Agreement regarding fishing in the Tana river, which is a transboundary river crossing the Norwegian-Finnish border. The Law appoints Finnish authorities as the competent authorities for purposes of the Agreement and requires the Natural Resources institute to prepare as required by Article 4 of the Agreement and to carry out fish stocks monitoring and research as required by Article 12 of the Agreement. The Law also concerns the issue of fishing licences and registration of fishing boats. The Centre for Economic Development, Transport and the Environment in Lapland must appoint a local monitoring group, which shall be tasked with the evaluation of the impact of the Agreement. The Ministry of Agriculture and Forestry shall negotiate with Norway derogations from provisions of the Agreement regarding fish protection measures as foreseen by Articles 6 and 7 of the Agreement.
