Abstract
The present document contains the Finland's National Action Plan for the implementation of the UN Guiding Principles on Business and Human Rights (UNGP). It consists the proposal made by the working group established by the Ministry of Employment and the Economy, which included members of different ministries. It contains measures that are recommended for the next few years, but in a manner that allows potential new measures to be defined.
Recommended measures include: a report to be commissioned on Finnish legislation in relation to the regulation and guidance of international business activities, particularly to prevent serious human rights violations and to remedy any existing violations; to particicpate in the UN Business and Human rights forums and support the work of the working group related to the UN principles; continue dialogue related to the human rights impacts of business activities with the UN bodies for indigenous peoples; actively participate in the discussion at the EU level of the proposal for a regulation on conflict minerals and in the discussion for the development of practices for responsible supply chains in the raw materials sectors; support the strengthening of human rights assessments in third countries during EU trade or investment agreement negotiations and when monitoring their implementation; write up a report on the product groups that pose the highest risk for human rights violations to increase awareness related to responsible public procurement; invite companies, non-governmental organizations and other key stakeholders to a roundtable discussion by branch activity and establish essential risks for each branch as well as sufficient risk management and due diligence; ensuring the distribution of information on the UN principles; participate in the discussion on developing legal remedies carried out in the Office of the High Commissioner for Human Rights and the Human Rights Council; etc. The implementation of the Action Plan shall be monitored each year by the Committee on Corporate Social Responsibility.
