National Waste Plan 2027 - From Recycling to Circular Economy.

The present documents contains Finland's National Waste Plan to 2027, which includes both a plan to reduce the volume and harmfulness of waste and a waste management plan. The Plan's vision for 2030 include: 1. Material-efficient production and consumption that save natural resources and mitigate climate change; 2. The volume of waste has decreased from the present. Recycling and reuse have risen to a new level; 3. High-quality waste management is part of a sustainable circular economy; 4. Circular economy markets function well. Recycling and reuse create new jobs; 5. Valuable raw materials present in recycled materials even in small concentrations can be recovered; 6. Material cycles cause no harm and hazardous substances are used less and less in production; 7. Cooperation between operators in the sector promotes high-quality material cycles; 8. Reliable and comprehensive data supports the circular economy. Information is available for use in digital form; 9. There is high-quality research and experimentation in the waste sector and expertise on waste management is of a high standard; 10. Legislation supports circular economy innovations and the conditions where it operates.
The Plan proposes measures to be adopted by 2027 to reach its vision and objectives. It includes the following goals: 1. Municipal waste: the increase in the amount of municipal waste decreases in relation to the gross national product; and 57 percent of municipal waste is recycled; 2. Packaging waste: the reuse of packaging waste is increasing; and material recycling of packaging waste is increased to at least the level required by the Packaging Directive; 3. Reduction of single-use plastic products: the use of single-use plastic products is reduced; 4. Biodegradable waste: food waste is reduced by half before 2030; 65 percent of the organic waste included in municipal waste is recycled; and the use of recycled fertilizers increases; 5. Electrical and electronic waste: electrical or electronic products are reused to a greater extent; proportion of electrical and electronic products in mixed waste decreases; critical raw materials are recycled more efficiently; hazardous substances are removed from circulation; 6. Construction waste: the amount of construction waste decreases; at least 70 percent of construction and demolition waste is recycled as material; the qualitative recycling of construction waste is increased in a risk-controlled manner.
