Abstract
This Decree provides for the cancellation of the Coconut Industry Development Authority and transfers its functions, assets and liabilities to the Ministry of responsible for agriculture. The Permanent Secretary of the Ministry shall be responsible for the licensing of exportation of coconut products. A person who is dissatisfied with the decision of the Permanent Secretary may appeal to the Minister. The Permanent Secretary must keep registers on: (a) all coconut land and plantations; (b) all issued licences; (c) all processors and other manufacturers of coconut products; (d) traders (including auctioneers) and shippers of coconut products. The Decree also concerns the collection of data and the payment of fees and levies and vests the Coconut Development Fund in the Minister.
