Abstract
The Environmental And Social Management System will: (I) determine and assess environmental and social risks and impacts of projects, including through consultations with stakeholders and vulnerable communities; (II) ensure access to information and full participation in the decision-making process for stakeholders, especially vulnerable communities and indigenous peoples; (III) create safeguards and mechanisms to mitigate risks and negative environmental, social and economic impacts associated with projects; (IV) build on the Ministry of Economy’s existing policies, operating procedures, and project cycle; (V) ensure access to justice in matters regarding environmental and social safeguard issues for affected parties in the form of a functional and efficient Grievance Redressal Mechanism; and (VI) cooperate with partners to build capacity in risk mitigation and facilitate implementation of environmental and social safeguards and monitoring and evaluation. The Environmental and Social Management System is structured as follows: Environmental and Social Safeguards Policy, Environmental and Social Risk Management Procedures, Environmental and Social Action Plan, and Environmental and Social Capacity Building.
The Environmental and Social Safeguards ( ESS ) Policy sets out the environmental and social principles and formalizes the Ministry of Economy’s commitment to promote environmentally and socially sustainable projects. The consistency with international and local standards and practices will be ensured in all projects of the Ministry of Economy, with an emphasis on biodiversity conservation, climate change adaptation and mitigation, protection of the ozone layer, pollution prevention and control, persistent organic pollution, trans-boundary air pollution, illegal trade in endangered species, and environmental information, as well as labour rights, public health, land resettlement, gender equality and social inclusion, non-discrimination, equal distribution of environmental, social, gender and economic benefits among vulnerable and marginalized populations, and cultural heritage.
The Environmental and Social Risk Management Procedures reflect the Ministry of Economy’s approach to environmental and social risk management. All projects of the Ministry of Economy will be screened for their environmental and social impacts and categorized to reflect the magnitude of risks and impacts.
The Environmental and Social Action Plan identifies the measures necessary to avoid, minimize, or mitigate the potential environmental and social risks. The environmental monitoring and reporting will be carried out to determine effectiveness of mitigation and adaptation and measures that have been taken during all phases of the programme/project. A grievance redressal mechanism will be identified to provide people affected by the projects of the Ministry of Economy with an accessible, transparent, fair and effective process for receiving and addressing their complaints about environmental or social harms or gender discrimination caused by any such project.
The Environmental and Social Capacity Building identifies the roles and responsibilities of the Ministry of Economy. The staff and other stakeholders will be trained to understand and effectively implement the Environmental and Social Management System.
