Abstract
This strategic framework defines the parameters for Fiji’s participation in international and voluntary carbon markets to mobilize the climate finance necessary to meet 2030 mitigation targets and long-term net-zero goals. It serves as an operational guide for market-based cooperation under Article 6 of the Paris Agreement, ensuring that carbon activities are aligned with national sustainable development priorities. The policy emphasizes the production of high-integrity carbon credits, focusing on the abatement potential within the energy sector and nature-based solutions, including forestry and blue carbon sequestration.
The roadmap establishes five strategic pillars to strengthen the institutional and legal architecture required for market readiness. Key measures include the operationalization of "carbon sequestration property rights" and the development of the Fijian Emissions Reduction Methodology (FERM) to provide a standardized approach to project validation. By formalizing monitoring, reporting, and verification (MRV) protocols, the framework aims to prevent double-counting and ensure that "Internationally Transferred Mitigation Outcomes" (ITMOs) maintain environmental integrity without compromising national mitigation obligations.
A primary focus of the strategy is the protection of community interests and the equitable distribution of market benefits. It mandates the enforcement of social safeguards, including Free, Prior and Informed Consent (FPIC), to protect the rights of indigenous iTaukei landowning units and resource owners who manage the majority of the nation's carbon sinks. By establishing transparent benefit-sharing mechanisms and promoting local ownership, the document seeks to mitigate the complex risks of land tenure and price volatility while scaling finance for sustainable, locally-led climate action.
